Rich was an US Navy veteran from the Vietnam War. In 1972, he graduated, from the U of W, with a BS degree in Range Management. Rich started his federal career with the USFS. In 1973, he transferred to the BLM OR/WA Malheur RA, as a Range Tech, then to the CO Meeker RA (1980), and then to Grand Junction (1983) as the Acting ADM. Rich retired, in 2003, after a 30-year BLM career.
